James Murphy is an accomplished government affairs professional with extensive experience spanning both the public and private sectors. He began his career on Capitol Hill, serving as a staff member for U.S. Senator Susan Collins. Over nearly five years in the Senate, James gained invaluable insights into legislative processes and public policy. He later assumed senior roles in the U.S. House of Representatives, where he was instrumental in shaping legislation, resolving regulatory challenges, and advancing critical laws.

When he transitioned to the private sector, James became an in-house lobbyist for Motorola. In this capacity, he successfully represented the company’s interests at federal, state, and local levels, specializing in areas such as federal funding, regulatory compliance, and trade policy.
In 2018, James founded Daybreak Strategies, a Washington, DC-based government and public affairs firm. Renowned for his bipartisan approach, James is a trusted advisor to policymakers and business leaders alike, addressing complex policy issues such as transportation, taxation, duties & fees, trade, global competitiveness, tariffs, and regulatory compliance. His clients rely on his expertise to navigate an increasingly complex and ever-changing global marketplace. Beyond federal advocacy, James has also worked extensively on state-level issues, engaging with policymakers across 38 states.
